W dniu 10 kwietnia 2010 roku, polski samolot wojskowy, Tu-154, był zaangażowany w tragicznej katastrofy w Smoleńsku, w Rosji, zabijając wszystkie załogi i pasażerów na pokładzie. Śmierć prezydenta RP zawarte Pierwsza Dama, i ostatniego prezydenta Polski na uchodźstwie, szef Sztabu Generalnego, dowódców naczelny, prezes Narodowego Banku Polskiego, Prezesa Instytutu Pamięci Narodowej, a także liczba parlamentarzystów, senatorów i wybitnymi postaciami polskiej elity, wśród 96 zmarłych. To wydarzenie, które zawiera te wybitnych śmierci, oczywiście wymaga pełnego i przejrzystego dochodzenia - naturalne dzieło międzynarodowych agencji lotniczej z dużym doświadczeniem jest tylko takie dochodzenia. To z Czech trafiło do Polski ostrzeżenie o możliwym zagrożeniu jednego z lotniskkraju Unii Europejskiej. Z czeskiego Biura systemu SIRENE, funkcjonującego w strefie Szengen, przysłano 9 kwietnia 2010 roku pilną informację o tym, że na jednym z lotnisk na terenie Unii Europejskiej może dojść do ataku na samolot i jego uprowadzenia - wynika z materiałów, do których dotarł portal wPolityce.pl.
Informacja o zagrożeniu trafiła do Komendy Głównej Policji. W faksie, rozsyłanym przezKGP, znajdowała się informacja, iż „Biuro Sirene Czechy, przesłało pilną informacje z której treści wynika, że w najbliższym czasie na jednym z lotnisk na terenie Unii Europejskiej ma dojść do uprowadzenia samolotu, w kierunku Iraku. (…) Powyższą informację przesyłam celem poinformowania właściwych służb oraz podjęcia stosownych czynności”.
Pismo tej treści zostało wysłane 9 kwietnia najpierw do Rządowego Centrum Bezpieczeństwa, potem było rozsyłane dalej przez RCB. W odpowiedzi na interpelację poselską złożoną przez posła Marka Opiołę RCB wyjaśnia, że sygnał został przesłany do: Centrum Antyterrorystycznego ABW, Komendy Głównej Straży Granicznej, Dyżurnej Służby Operacyjnej Sił Zbrojnych, Agencji Wywiadu, Biura Bezpieczeństwa Narodowego, Ministerstwa Spraw Zagranicznych oraz Krajowego Centrum Koordynacji i Ochrony Ludności w Komendzie Głównej Państwowej Straży Pożarnej.
Dodatkowo informacja została przekazana (poprzez wiadomości SMS) do Stałego Dyżuru Operacyjnego Prezesa Rady Ministrów, sekretarza stanu w Ministerstwie Spraw Wewnętrznych i Administracji p. Adama Rapackiego oraz do rzecznika prasowego MSWiA
- czytamy w piśmie podpisanym przez dyrektora RCB Marka Komorowskiego.
RCB informuje w dokumencie, że kopie całej dokumentacji związanej z katastrofą smoleńską, jaką przetwarzało Centrum, zostaną przekazane posłowi Opiole „w najbliższym możliwym terminie”.
Z pism, do których dotarliśmy, wynika jasno, że wiedza o możliwym zagrożeniu jednego z samolotów w kraju Unii Europejskiej powinna być niemal powszechna. Jak pisał portal wPolityce.pl zarówno Służba Wywiadu Wojskowego, jak i BOR potwierdziły, że 9 kwietnia wiadomość o tym ostrzeżeniu formacje otrzymały. Wydaje się więc, że powinna to być wiadomość dobrze znana polskim instytucjom odpowiedzialnym za bezpieczeństwo narodowe.
Jednak, co do dziś budzi zdziwienie, wiadomości te nie miały wpływu na zabezpieczenie lotu z Prezydentem RP na pokładzie. Ten lot odbywał się zaledwie dzień po tym, jak do Polski trafiło ostrzeżenia o zagrożeniu jednego z samolotu na terenie UE. Mimo tak ważnego sygnału - przekazanego do najważniejszych instytucji w Polsce - nie doszło do zwiększenia poziomu zabezpieczenia lotu z 10/04. Co więcej, działania służb w tej sprawie nie spełniły nawet wymagań minimalnych, o czym świadczy fakt, że prokuratura postawiła zarzuty wiceszefowi BOR gen. Pawłowi Bielawnemu właśnie za działania Biura związane z organizacją wylotu.
Jak widać nadejście do Polski wiadomości o zagrożeniu lotniczym nie miało wpływu na podejście służb do lotu najważniejszej osoby w Polsce. I to mimo iż na piśmie, które cytujemy, jest jasna adnotacja, że informacja przesyłana jest „celem poinformowania właściwych służb oraz podjęcia stosownych czynności”. Żadnych czynności związanych z zabezpieczeniem lotu do Smoleńska nie podjęto.
Co więcej, wiadomości związanych z ostrzeżeniami sprzed 10/04 nie połączono z katastrofą smoleńską nawet po tragedii. Jak informował tygodnik „Sieci” 11 kwietnia Rządowe Centrum Bezpieczeństwa wysłało raport dobowy, w którym informowano, że na terenie Polski nie doszło do żadnych wydarzeń, które skutkowałoby wzrostem zagrożenia terrorystycznego na terenie RP. Ten wniosek został wysnuty na podstawie doniesień ABW, która w dzień tragedii smoleńskiej sytuacji skutkujących wzrostem zagrożenia terrorystycznego na terenie RP nie zauważyła. Dlaczego uznano, że w Smoleńsku nie doszło do zamachu? Dlaczego nie powiązano ostrzeżeń z 9 kwietnia z tragedią?
CZYTAJ TAKŻE: UJAWNIAMY! 10/04 ABW nie informowała Rządowego Centrum Bezpieczeństwa o niczym, co „mogłyby skutkować wzrostem zagrożenia terrorystycznego RP”
Tajemnicy działań najważniejszej polskiej służby specjalnej nie udało nam się poznać. Choć m.in. SKW, SWW, BOR, MON, BBN, KPRM odpowiedział portalowi wPolityce.pl na pytania dotyczące ostrzeżeń sprzed 10/04, Agencja Bezpieczeństwa Wewnętrznego konsekwentnie - od 6 grudnia - milczy, nie odnosząc się w żaden sposób do sprawy. Działania ABW to tylko jedna biała plama w tej sprawie. Pytaniem otwartym pozostaje wciąż sprawa obiegu informacji związanych z ostrzeżeniami.
CZYTAJ TAKŻE: Niezrozumiałe milczenie Agencji… Cyniczne podsycanie niepewności opinii publicznej? Czy ABW chce coś ukryć ws. ostrzeżeń sprzed 10/04?
Jak pisaliśmy jeszcze w grudniu 2012 roku, zarówno BBN, KPRM, jak i Kancelaria Prezesa Rady Ministrów zaznaczały, że nic o zagrożeniu i ostrzeżeniach nie wiedzą.
KPRM w piśmie do naszej redakcji tłumaczyła:
Informacje dotyczące zagrożeń dla samolotów krajów należących do NATO w okresie poprzedzającym katastrofę w Smoleńsku (od początku 2010 r.) nie wpłynęły do właściwej dla służb specjalnych komórki w KPRM.
Kancelaria Prezydenta wyjaśniała:
Uprzejmie informujemy, że w Kancelarii Prezydenta RP nie ma dokumentów, które mogłyby potwierdzić informacje, o które pan pyta.
BBN również twierdziło, że nie zarejestrowało żadnego sygnału o zagrożeniu:
Analiza rejestrów dokumentów wpływających do Biura Bezpieczeństwa Narodowego w okresie poprzedzającym datę 10 kwietnia 2010 r. wskazuje, że żaden podmiot nie przesłał do BBN informacji ani ostrzeżenia o planowanym ataku na samolot jednego z krajówNATO lub innym zagrożeniu statku powietrznego kraju NATO.
CZYTAJ TAKŻE: UJAWNIAMY! BBN, kancelaria prezydenta i KPRM o ostrzeżeniach przed 10/04 nic nie słyszały. Kto zlekceważył sygnały o zagrożeniu?
Skoro jednak RCB informuje w piśmie skierowanym do posła Marka Opioły, że pisma wysłano m.in. do Biura Bezpieczeństwa Narodowego, Ministerstwa Spraw Zagranicznych oraz Stałego Dyżuru Operacyjnego Prezesa Rady Ministrów, a także jednego z ministrów - Adama Rapackiego to co się z nimi stało? Dlaczego BBN oraz KPRM o tych ostrzeżeniach nie wie? Czy w tej sprawie najważniejsze instytucje państwowe mogły dopuścić się kłamstwa? A może materiały w tej sprawie zostały zniszczone?
Niestety na te pytania trudno dziś odpowiedzieć, głównie z racji działalności i decyzji władz, które w sprawie smoleńskiej wzbudzają wiele dodatkowych pytań.
Pewne jest jedno - wątpliwości związane z działaniem służb w Polsce przez 10 kwietnia 2010 roku są coraz poważniejsze. W ich kontekście skandalem wydaje się fakt, że niemal wszyscy szefowie służb zaraz po 10.04.2010 otrzymali awanse…
