Przepuszczam, że pewnie oprócz wypowiadanych opinii w "pewnym towarzystwie", musiał nie opatrznie na poparcie swoich argumentów przedstawić niezbite dokumenty na temat zarejstrowanych lotów i sygnałów SARSAT typu SOS … „MAYDAY"… SOS – Els; LBs: jeśli taki został nadany w paśmie 406 MHz.
Może był znanym SPOTTEREM dokładnie RADAR Spotterem SBS-1.
Trzeba by było sprawdzić czy miał zarejestrowaną stację do odbioru sygnałów transpondera 1090 MHz ADB-s i 406MHz.

Ona leży nie tylko pod brezentem na lotnisku - Siewiernyj, Jużnyj - w Smoleńsku w badaniach wraku Tu154M 101 i „CZARNYCH skrzynkach” w Ośrodku ICAO w MAK-u w Moskwie , ale w Warszawie PANSA, Brukseli i Paryżu ICAO.

Chapter 9. Aircraft Addressing System
9.1 The aircraft address shall be one of 16 777 214 twenty-four-bit aircraft addresses allocated by ICAO to the State of Registry or common mark registering authority and assigned as prescribed in the Appendix to this Chapter.

A World-Wide Scheme for the Allocation, Assignment and Application of Aircraft Addresses
1. General
1.1 Global communications, navigation and surveillance systems shall use an individual aircraft address composed of 24 bits. At any one time, no address shall be assigned to more than one aircraft. The assignment of aircraft addresses requires a comprehensive scheme providing for a balanced and expandable distribution of aircraft addresses applicable world-wide.
2. Description of the scheme
2.1 Table 9-1 provides for blocks of consecutive addresses available to States for assignment to aircraft. Each block is defined by a fixed pattern of the first 4, 6, 9, 12 or 14 bits of the 24-bit address. Thus, Blocks of different sizes (1 048 576, 262 144, 32 768, 4 096 and 1 024 consecutive addresses respectively) are made available.
3. Management of the scheme
3.1 The International Civil Aviation Organization (ICAO) shall administer the scheme so that appropriate international distribution of aircraft addresses can be maintained.
4. Allocation of aircraft addresses
4.1 Blocks of aircraft addresses shall be allocated by ICAO to the State of Registry or common mark registering authority. Address allocations to States shall be as shown in Table 9-1.
4.2 A State of Registry or common mark registering authority shall notify ICAO when allocation to that State of an additional block of addresses is required for assignment to aircraft.
4.3 In the future management of the scheme, advantage shall be taken of the blocks of aircraft addresses not yet allocated. These spare blocks shall be distributed on the basis of the relevant ICAO region:
Addresses starting with bit combination 00100: AFI region
Addresses starting with bit combination 00101: SAM region
Addresses starting with bit combination 0101: EUR and NAT regions
Addresses starting with bit combination 01100: MID region
Addresses starting with bit combination 01101: ASIA region
Addresses starting with bit combination 1001: NAM and PAC regions
Addresses starting with bit combination 111011: CAR region
In addition, aircraft addresses starting with bit combinations 1011, 1101 and 1111 have been reserved For future use.
4.4 Any future requirement for additional aircraft addresses shall be accommodated through co-ordination between ICAO and the States of Registry or common mark registering authority concerned.
A request for additional aircraft addresses shall only be made by a registering authority when at least 75 percent of the number of addresses already allocated to that registering authority have been assigned to aircraft.
4.5 ICAO shall allocate blocks of aircraft addresses to non-Contracting States upon request.
5. Assignment of aircraft addresses
5.1 When required for use by suitably equipped aircraft entered on a national or international register, individual aircraft addresses within each block shall be assigned to aircraft by the State of Registry or common mark registering authority.
5.2 Aircraft addresses shall be assigned to aircraft in accordance with the following principles:
a) at any one time, no address shall be assigned to more than one aircraft;
b) only one address shall be assigned to an aircraft, irrespective of the composition of equipment on board;
c) the address shall not be changed except under exceptional circumstances and shall not be changed during flight;
d) when an aircraft changes its State of Registry, the previously assigned address shall be relinquished and a new address shall be assigned by the new registering authority;
e) the address shall serve only a technical role for addressing and identification of aircraft and shall not be used to convey any specific information; and
f) the addresses composed of 24 ZEROs or 24 ONEs shall not be assigned to aircraft.
6. Application of aircraft addresses
6.1 The aircraft addresses shall be used in applications which require the routing of information to or from individual suitably equipped aircraft.
Note 1. -- Examples of such applications are the aeronautical telecommunication network (ATN), SSR Mode S and airborne collision avoidance system (ACAS).
Note 2. -- This Standard does not preclude assigning the aircraft addresses for special applications associated with the general applications defined therein. Examples of such special applications are the utilization of the 24-bit address in a pseudo-aeronautical earth station to monitor the aeronautical mobile-satellite service ground earth station and in the fixed Mode S transponders (reporting the on-the-ground status as specified in Volume IV, 3.1.2.6.10.1.2) to monitor the Mode S ground station operation. Address assignments for special applications are to be carried out in conformance with the procedure established by the State to manage the 24-bit address assignments to aircraft.
6.2 An address consisting of 24 ZEROs shall not be used for any application.

The National Interagency Coordination Center (NICC) is the focal point for coordinating the mobilization of resources for wildland fire and other incidents throughout the United States. Located in Boise, Idaho, the NICC also provides Intelligence and Predictive Services related-products designed to be used by the internal wildland fire community for wildland fire and incident management decision-making.
There are five primary components to the NICC website. TheIncident Information page is designed to provide the general public with daily updates on large fires throughout the United States. ThePredictive Services component provides the operational products produced by the NICC and links to outside operational activities. TheLogistics/Dispatch component provides operational and administrative links to the mobilization sections located in the Center. Interior aviation safety and aircraft mishap prevention is based on the philosophy that all aircraft mishaps can be prevented and that mishap prevention is an inherent function of management. This safety philosophy is the core business of AM. Based on the unique requirements generated by the various conditions and environments in which Department of Interior aircraft operate, the Department has become the leading innovator of special standards and techniques involved in natural resource flying. To prevent human injury and protect property from damage when performing natural resource missions, Interior has established a pro-active approach to accident prevention.Its fundamental components are:

- Education & Training
- Communications
- Risk Management
- Review & Evaluation
Being pro-active has served Interior well. Interior's first annual aircraft accident rate, as well as its first historical accident rate was 18.87 accidents per 100,000 flight hours in 1975. At the conclusion of Fiscal Year 2009, Interior's historical aircraft accident rate had declined to 5.55 accidents per 100,000 flight hours.
In an effort to become more efficient and effective, the AM Aviation Safety Office began development of a Safety web page in 1996. Modifications and improvements to the Safety web page will continue in order to provide an effective reporting tool for submitting Safecoms as well as conducting a limited search of the Safecom database. Additional links are provided for training/education, library/publications and related links to other Federal organizations involved in aviation activities. In partnership with the U. S. Forest Service, uniform mishap reporting procedures and operational safety standards have been established, resulting in a simplified reporting process for both departments.
Interior has also implemented an Aviation Safety Awards Program, which recognizes individuals, groups and organizations for exceptional acts or service in support of aviation safety and aircraft accident prevention. The program consists of awards for In-Flight Actions, Safe Flying, Significant contributions to Aviation Safety and the Secretary's Award for Outstanding Contributions to Aviation Safety, and AirWards.
It is an AM philosophy that no mission is so important that people should be exposed to unnecessary risk and that, "safety should be first, each and every time, in everything we do.

Flight Recorder Research
and Recommendations
A combination of advances in aircraft systems and flight
recorder technology, in addition to lessons learned from
recent accident investigations, has alerted the air transport
community anew to the importance of the availability of
recorded data.
ICAO’s Flight Recorder Panel (FLIRECP) has therefore undertaken a comprehensive review of the provisions surrounding
flight recorders and has provided new amendments and
recommendations regarding the following proposals:
Alternate power sources for recorders, which shall automatically
engage and provide 10 minutes of cockpit voice recorder
operation when the normal power supply to the recorder is
interrupted. An amendment proposal to Annex 6 resulted.
Deployable flight recorders were considered as an option to
have recorder data available when the wreckage is difficult
to locate. If an aircraft enters an attitude which is typically
unrecoverable the deployable recorder would be ejected.The
Emergency Locator Beacon (ELT) would activate to transmit
the position of the recorder (and therefore the wreckage)
whether on land or at sea. The flight data and cockpit voice
recordings would be available as soon as the deployable
recorder was recovered. This subject is still under discussion.
Continuous or triggered transmission of flight data whereby
the flight data is made available for the investigation of
accidents and/or to facilitate the locating and recovery of
on-board recorders. Recognition was also given to better
use of regular aircraft position reports sent as part of
Aeronautical Operational Control (AOC) messages over
Aircraft Communications Addressing and Reporting Systems
(ACARS), as well as more widespread operational use of
Automatic Dependent Surveillance—Contract (ADS-C),
which would expedite search and rescue and recovery of
on-board recorders after accidents. The work of the Triggered
Transmission of Flight Data Working Group (TTFDWG) is still
in progress and this subject is being considered.
New technology to safeguard flight data and/or to facilitate
the localization and recovery of on-board flight recorders
was considered. Two near-term solutions proposed were the
extended duration of emission of Underwater Locator Beacons
(ULBs) to 90 days instead of 30 days by means of enhanced
batteries, as well as the installation of low-frequency ULBs
attached to the airframe to improve the propagation of the
acoustic signal. This option was translated into proposed
amendments to Annex 6—Operation of Aircraft.
Due to the lack of sufficient data for the investigation of
accidents of smaller helicopters involved in commercial
operations, amendments to Annex 6 for the introduction
of lightweight recorder systems for these helicopters were
proposed. The lightweight recording systems are specifically
designed for small aircraft where there is currently no

波兰这个国家,曾经有过很悲惨的历史。不过这些年来,发展得不错的。
